Abstract：
:This article provides a critical review of the World Health Organization's (WHO) report, WHO Health Systems: improving performance. The political context in which the report was presented, the ideological suppositions underlying the report's evaluation of the efficiency and efficacy of the health systems, their degree of responsiveness to users and the progressiveness of their funding are analyzed. Finally, the possible relevance of the report in Spain is discussed.
